Rule for Time Outs:
1. If the offense poses a threat to life and limb: skip altogether and get the wooden spoon.
2. If the offense could mean jail time in the child's future: one time out, then the wooden spoon.
3. All other offenses fall under the "How Many Times Did You Do It In The Last Five Minutes" clause:
First time: time out
Second time: time out plus threatening posture such as finger in face or hands on hips; lecturing is not especially helpful but it feels good.
Third time: wooden spoon
Repeat until thoroughly exhausted.
Get ready for next offense.
